A new district heat network providing low cost, low carbon heat to homes and businesses in Liverpool.

Peel L&P’s Liverpool Waters development will regenerate 60 acres of historic dockland into a vibrant, mixed-used waterfront community in the city centre. The ambitious 30-year vision will see new homes, offices, retail and leisure facilities developed in five dynamic new neighbourhoods, bringing the city’s northern docks back to life.

Working towards the government’s net zero targets, CWC are supporting Mersey Heat Limited and Peel L&P’s natural resources and energy team Peel NRE in the development of a district heat network to provide low carbon, cost effective heat and power to both new and existing homes and businesses in the area.

CWC are acting as technical advisor to Mersey Heat, the dedicated company set up by Peel NRE to build and operate the heat network, which will utilise a heat pump system for maximum carbon savings. The network will serve new residential and commercial developments at Liverpool Waters as well as connecting to existing business, helping them reach carbon reduction targets.

Phase 2 extends north beyond the energy centre towards the new Everton FC Stadium and is due to be completed in April 2022. The energy centre will also be completed with the installation of the heat pump system.

The timescale of this project presented a number of challenges. Green issues have shot up the political agenda since its inception, and the masterplan for the surrounding development continues to evolve. Plans for the heat network must be flexible enough to accommodate these changes, including the pathway through decarbonisation to the Future Homes Standard, whilst continuing to meet the needs of the development.

The finished heat network will provide heat for an estimated 9,000 homes and 4 million sq ft of commercial space at Liverpool Waters, providing a sustainable foundation for this exciting new waterfront development.
